Integration: Commission and Committee of the Regions partnership for local action till sidans topp

The Commission and the Committee of the Regions are launching today a new partnership to increase cooperation and support to EU cities, regions and rural areas for their work to help integrate new arrivals. The partnership is a follow-up to the action plan on integration and inclusion 2021-2027 that the Commission adopted last November.

The partnership aims to:

Build an open and regular dialogue between the Commission, the Committee of the Regions, and local and regional authorities on integration through political roundtables, public consultations and a new forum to map the territorial impact of migration and identify specific needs of the most affected local and regional authorities;

Build capacity and promote exchange of experiences for local and regional authorities on different aspects of integration and on community sponsorship through workshops, online training materials, study visits, mentoring and exchange programmes;

Improve evidence and data on integration at the local level, for example by providing information on the European Website on Integration, drawing on data collected in the EU Annual Local and Regional Barometer and other sources.

Background

The Action Plan on Integration and Inclusion 2021-2027 referred to launching a partnership with the Committee of the Regions to start a political dialogue and promote learning and exchanges on integration for local and regional authorities. The partnership builds on well-established cooperation between the Commission and the Committee of the Regions in the field of integration. In particular, the Cities and Regions for Integration initiative, launched in 2019, provides a political platform for European mayors and regional leaders to share information and showcase positive examples of integration of migrants and refugees.

EU rules are fit for purpose but need better implementation and communication till sidans topp

Today, the European Commission presented its assessment of EU legislation on legal migration, as part of the Commission's Regulatory Fitness and Performance (REFIT) programme. This 'fitness check' revealed that the current EU rules are largely fit for purpose, providing minimum harmonised procedures and rights for non-EU nationals who follow legal migration paths to the EU. At the same time, the report notes that more efforts are needed to raise awareness about the rights and procedures established by EU legislation and improve their implementation by Member States. In addition, a more harmonised and effective approach should be promoted to attract highly skilled workers.

Dimitris Avramopoulos, Commissioner for Migration, Home Affairs and Citizenship said: "As we move from crisis management to finding long-term structural approaches to migration, a more proactive approach to managing legal migration is needed. This is about economics, stability, growth. We need to better regulate the existing rights and conditions of all those who come to Europe for study, work or family reasons. This is in the interest of the Member States as well as those migrating to the EU legally."

As part of this fitness check the Commission assessed 9 pieces of EU legislation on legal migration and carried out an extensive consultation process with key stakeholders and a public consultation, as well as commissioned an external study. The Commission is also reporting today on the implementation of the 3 Directives on the status of non-EU nationals with long-term residence permits, the right to family reunification and single work permit.
